Default brake controller wiring issue

Good afternoon,

I am having trouble with my sons Dodge Cummins Ram. The brake controller isn't working right. When we bought it the brake controller didn't work. We installed a new one just like the old one was installed and it instantly blew up. We bought another new one and it's not working. We made sure we have a good ground by verifying resistance to the battery. I have 12 volts on the hot wire. The red wire reads -12 volts when I step on the peddle. The blue wire shows 12 volts until you step on the brake and then it drops to 4 volts. We were able to pull a trailer by using the manual switch on the controller. When we touched the brakes the trailer wheels locked up.

We installed another controller and it acted the same way. So we don't think it's the controller.
