Default Coolant temp fluctuation

Have an issue that even the diesel mechanics have not been able to solve. I recently had another head installed on my 94 cummins 5.9 l engine, and since the day it was installed, the temperature gauge has fluctuated from up to 220 (the line just short of the 230 red line) all the way back down to about 150 (just about the 140 bottom line), and back up and down. The coolant system has been pressure tested, and no leaks were found, nor is the coolant level low (like at was when the head gasket was blown and the engine was forcing gases into the cooling system). Three different thermostats have been installed since then, with no difference in temperature fluctuation. We are sure that the cooling system has been burped throughly by now. Does anyone have any information or ideas??? Please help. Thanks.

Did the dealership do the head replacement, I would guess it's their responsibility

It really sounds like there is still an air pocket trapped in there. I'm not familiar with these engines but is there a bleed procedure that needs to be followed?
